Dehradun: The new Uniform Civil Code (UCC) portal, https://ucc.uk.gov.in/, can now manage over 30,000 simultaneous user entries. The Information Technology Development Agency (ITDA) has equipped the site with advanced cybersecurity measures, ensuring it remains functional and secure even under heavy usage.
The UCC website has undergone two comprehensive security audits, ensuring it meets all current standards in source code review. With state-of-the-art security measures in place, the site has been linked to the National Data Center for added protection against cyber-attacks.

The Information Technology Development Agency (ITDA) has prepared the UCC portal, https://ucc.uk.gov.in/, which can handle more than 30 thousand simultaneous user entries without any technical issues. This portal has undergone rigorous security audits and is equipped with advanced cybersecurity measures. The ITDA has made thorough preparations for the launch, including setting up a technical help desk to resolve any issues promptly.
Guarantees no loss even if a cyber-attack occurs
Hosted on the National Data Center, it ensures high processing speed and enhanced protection against cyberattacks. According to ITDA Director Nitika Khandelwal, hosting the website on the National Data Center guarantees no loss even if a cyber-attack occurs. The site boasts high processing speeds, ensuring swift completion of processes. Moreover, a technical help desk has been set up to resolve any technical problems promptly. Nitika said further, “We have done load testing for the portal and it can take the load of more than 30k simultaneous hits on the site.”
Uttarakhand set to implement Uniform Civil Code
In a landmark move, the state of Uttarakhand is gearing up to implement the Uniform Civil Code (UCC) by the end of January 2025. The Chief Minister, Pushkar Singh Dhami, is expected to announce this historic decision on January 26, Republic Day, following the counting of votes for the civic body elections on January 25.
Training for approx. 1,500 employees has already commenced
The state government has finalized the rules for implementing the UCC and has sent them to the Legislative Department for review to avoid any duplication of central laws. Training for approximately 1,500 employees from various departments has already commenced, focusing on both online and offline registration processes. These employees are being trained to handle the nuances of the law and ensure smooth implementation at the block level.
Sons and daughters will have equal property rights across all religions and classes
The UCC will bring about significant changes in the legal landscape of Uttarakhand. All marriages will need to be registered, and polygamy will be criminalized for individuals of any religion. Practices like Halala and Iddat, prevalent in the Muslim community, will be banned. Furthermore, those in live-in relationships will be required to register their status officially.
Strict punitive measures for non-compliance with UCC regulations
Strict punitive measures have been outlined for non-compliance with UCC regulations. Providing false information will attract a three-month jail term or a fine of Rs 25,000. Failing to register a live-in relationship will result in a three-month jail term or a fine of Rs 10,000. Violating polygamy or marriage rules will lead to a three-year jail term and a fine of Rs 1 lakh, with an additional six-month jail term if the fine is not paid. Initially, the registration fees for marriage, live-in relationships, wills, etc., were proposed to be between Rs 1,000 and Rs 5,000. However, the government has decided to reduce this fee to Rs 100 to Rs 500, and the registration may be free for the initial months to raise awareness.
UCC is to enhance social harmony by guaranteeing equal rights and duties
Chief Minister Dhami described the UCC as a crucial step towards ensuring equal rights for every section of society. He emphasized that the law is inspired by Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas.” The UCC is expected to enhance social harmony in the state by guaranteeing equal rights and duties for all communities. Women will benefit significantly with equal rights in marriage, divorce, and property.
