New Delhi: President Droupadi Murmu on Tuesday delegated the powers to Delhi Lieutenant Governor (LG) Vinai Kumar Saxena the power to constitute any board, authority, commission, or statutory body under any law enacted by the Parliament. Issuing a notification, the home ministry said that he can also appoint members in such bodies.
“In pursuance of clause (1) of article 239 of the Constitution read with section 45D of the Government of National Capital Territory of Delhi Act, 1991 (1 of 1992), the President hereby directs that the Lieutenant Governor of the National Capital Territory of Delhi shall, subject to the control of the President and until further orders, exercise the powers of the President under clause (a) of section 45D of the said Act for constitution of any authority, board, commission or any statutory body by whatever name it may be called, or for appointment of any Government officer or ex officio member to such authority, board, commission or any statutory body,” home ministry’s notification said.
President gave power to NCCSA last year for transfer, posting of officers
In 2023, the president had given her assent to the Government of National Capital Territory of Delhi (Amendment) Bill 2023. Under this, the National Capital Civil Services Authority (NCCSA) was given the power to transfer and postings of officers. It had also said that the body would be chaired by the Delhi Chief Minister along with two senior Delhi government bureaucrats as members.
The authority was asked to make decisions based on the majority, with the Delhi lieutenant governor given the right to make final decisions. At the time, the AAP Government had opposed the act and said that the Centre was trying to snatch the votes of Delhiites.
‘LG wasting taxpayers’ money to boost personal image’
Earlier in the day, Delhi Minister Saurabh Bharadwaj alleged that the Lt Governor V K Saxena, was planning to “waste” taxpayers’ money in order to boost his image through social media platforms, as per PTI. Referring to a tender on the website of n the website of the Lieutenant Governor’s office, he alleged that around Rs 1.5 crore will be spent every year to promote the image of the Lieutenant Governor (LG) on social media.
