After his visit to Thailand and attending the BIMSTEC Summit in Bangkok, Prime Minister Narendra Modi will arrive in Sri Lanka on Friday evening. The two-day state visit is aimed at deepening strategic ties in energy, defence, and infrastructure between New Delhi and Colombo. This comes at a critical juncture as New Delhi looks to strengthen its influence in the region amid Beijing’s growing sway and its unbridled expansionist agenda.
PM Modi’s visit is the first at a foreign leader level hosted by Sri Lankan President Anura Kumara Dissanayake since he assumed office in September 2024. This trip highlights India’s commitment to supporting the island nation, which is still recovering from the massive financial crisis that rocked its economy in 2022.
India’s solidarity during the Sri Lankan financial crisis
During the crisis, India extended nearly $4 billion in financial aid. Since then, it has emerged as one of Sri Lanka’s key bilateral lenders, restructuring $1.36 billion in loans. The visit is expected to witness the signing of agreements across a range of sectors, including energy, digitalisation, healthcare, and national security.
Bilateral investment opportunities
The meeting between PM Modi and President Dissanayake is likely to build on their previous meeting in December 2024, when the Sri Lankan premier was in New Delhi soon after assuming office. In the New Delhi talks, the two leaders had spoken extensively about exploring investment opportunities, LNG supply from India, and plans for grid connectivity.
Even now, a crucial point of discussion is likely to be Trincomalee, where India and Sri Lanka are considering a joint venture oil refinery focused on exports. There has been a strong push for an energy and industrial hub in eastern Trincomalee. This project is being closely watched as it could spark direct competition with China, which is backing a $3.2-billion refinery project in Hambantota through its state energy giant Sinopec.
PM Modi will also take part in a ground-breaking ceremony for a 120-megawatt solar power project being developed jointly by India’s NTPC and Sri Lanka’s Ceylon Electricity Board.
Defence deal in sight?
The Ministry of External Affairs has also indicated a possible defence cooperation agreement, as per reports. This agreement could build on supplying Indian arms to enhance Sri Lanka’s security capabilities.
