“The presence of around 60,000 central forces in Manipur is not yielding peace, thus it’s better to remove such forces which are mostly present as mute spectators,” wrote Singh. He is son-in-law of Manipur chief minister N Biren Singh. He advocated for state security personnel to take charge to bring the situation under control.

“We are pleased with the action to remove certain units of Assam Rifles who were not cooperating with the state government and the public, but if the presence of these and other central forces cannot halt violence, it is better to remove them and allow the state forces to take charge and bring peace,” his letter read further.

‘Centre transfer the Unified Command to state govt’

Singh also proposed that the Centre transfer the Unified Command to the state government terming the current setup as ineffective. “The central government has to hand over the Unified Command to the state government headed by the chief minister and allow it to act as per the procedures prescribed by law to bring peace and normalcy in the state,” he added.

MHA had appointed CRPF director general Kuldiep Singh security advisor to the Manipur government after the violence broke out in the state over reservation quotas.

Singh also advocated for stricter measures against militant and insurgent groups over breach of Suspension of Operations agreement adding that these groups are further adding fire to the violence. For a permanent solution for peace in Manipur, he urged the Centre to initiate a dialogue between all stakeholders.
