Noida: In its recent crackdown, the Noida Authority sealed four housing projects for non-compliance with Building Bye-Laws. According to an official, the action was taken as the promoters of these four projects continued the construction work at the site after completion of the construction period long time ago.
As per law, the authority provides three to seven years for building and completing a project. If the project do not get completed within the provided time, the developer is required to pay a penalty charge to the Noida Authority , an official said.
Lokesh M, CEO, Noida authority instructed the group housing department to seal the four under-construction buildings where the construction activities were being carried out after it crossed the construction period. The authority did not issue completion certificate to the buildings because they were not completed in stipulated time, officials said, as per a report published by the Hindustan Times.
The projects and their location
The four building projects were Logix Blossom Zest in Sector 143, Lotus Zing in Sector 168, Lotus Panache in Sector 110 and Ridge Residency in Sector 135. These projects were allotted lands in 2010-12 by the authority, which was expected to be delivered by 2015. Hundreds of homebuyers were distressed as the developers could not complete building of the towers before this time.
A buyer named Rajan Kumar booked the flat in 2012. He urged the Noida Authority and the UP government to provide necessary solution to the homebuyers. He told that he was in great distress as the project was not completed by Logix Blossom Zest even after one decade had passed. He said that he is forced to live in a rented flat and is also paying the loan which he took for purchasing the flat in this project.
Alternate action suggested by CREDAI
Dinesh Gupta, secretary of Confederation of Real Estate Developers Association of India (CREDAI), western UP chapter, however stated that sealing the project won’t help in solving the problem of homebuyers. He suggested that the authority should introduce co-developers. This would provide a promoter who would invest in the project and help in its revival.
