New Delhi: Speaking at the Money9 Financial Freedom Summit 2025, Maharashtra chief minister Devendra Fadnavis reaffirmed the state’s commitment to achieving a trillion-dollar economy by 2030. Fadnavis highlighted the state’s economic resilience and strategic planning, adding that despite setbacks due to Covid-19 and mismanagement during MVA rule, the government remains steadfast in its goal.
Fadnavis credited Maharashtra’s success to its economic advisory committee and sectoral plans, which have driven the state’s robust financial performance. “We are close to the trillion-dollar economy mark. Our original target was 2028, but due to the pandemic and governance issues during the previous administration, we lost two years. Despite that, by 2030, Maharashtra will be a trillion-dollar economy at any cost,” he asserted.
Fadnavis on industries moving away from state
Refuting allegations that industries were relocating to other states, the CM presented hard data: “At the World Economic Forum in Davos, six states competed for investment. Maharashtra secured Rs 16 lakh crore, while none of the others received even Rs 1 lakh crore. Moreover, in 2023, 2024, and now 2025, Maharashtra has led the country in Foreign Direct Investment (FDI). According to RBI data, we have been number one, we are number one, and we will remain number one.”
Fadnavis also emphasised Maharashtra’s favourable business environment. “Law and order is strong here, which is why companies prefer to invest in Maharashtra. To further ensure investor confidence, we will invoke the Maharashtra Control of Organised Crime Act (MoCOCA) against those who harass investors.”
Fadnavis on governance and Munde’s resignation from cabinet
Addressing recent political controversies, Fadnavis defended the state’s governance. When asked about industries allegedly moving out of Maharashtra, he dismissed the claims as “factually incorrect.” On the issue of corruption, he clarified that ministers in his cabinet had no ongoing legal liabilities. Regarding the resignation of Dhananjay Munde over allegations involving his close associate, Fadnavis said, “We allowed law enforcement to conduct its investigations freely, and we took firm action when required. There was no pressure on CID, and the decision was made based on facts.”
On the controversy surrounding statements about Mughal ruler Aurangzeb, Fadnavis condemned divisive rhetoric. “Such remarks are not slips of the tongue but deliberate attempts to radicalise people for political gains. Aurangzeb cannot be a hero to anyone—not even to Muslims.”
Infrastructure boom in Maharashtra
The CM also outlined ambitious infrastructure projects that will propel Maharashtra’s growth. The upcoming Bandra-Versova sea link and a new sea link between Versova and Madhgaon extending to Virar will ease congestion on the Western Expressway. Additionally, a Versova-Bhayander sea link is in the pipeline.
Fadnavis also announced the development of Vadhavan Port, which will be three times larger than Jawaharlal Nehru Port Trust (JNPT). “This port will not only elevate Maharashtra’s trade capacity but also boost the national economy. Additionally, a airport will also be there near the port, thus, a fourth Mumbai will be established there. Third Mumbai is planned near the Atal Setu.”
Fadnavis also talked about the water infrastructure in the state and said that a major river linkage project in the state, including a 550 km-long river in Vidarbha to enhance irrigation and water security.
