New Delhi: A city court on Wednesday issued notice to the Central Bureau of Investigation (CBI) and directed the agency to file its response by August 9 on bail applications of four co-owners of a coaching centre basement where three civil service aspirants recently drowned.
Transfer of case from Delhi Police to CBI is not yet complete, court was informed
Principal District and Sessions Judge Anju Bajaj Chandna issued notice to the CBI after the court was told by the public prosecutor that the process of the transfer of the case from the Delhi Police to the CBI is not yet complete and the case is yet to be registered.
The court, hearing the matter and issuing notice to the central agency, observed that since the copy of the First Information Report (FIR) has not before the court, it cannot decide on the bail applications of the accused persons,

The Delhi High Court last week, while raising questions on the investigation carried out by the Delhi Police into the matter, transferred the investigation of the case to the CBI “to ensure the public has no doubt over the investigation”.
Delhi Police arrested co-owners of basement of coaching institute
The Delhi Police arrested four co-owners – Tejinder Singh, Parvinder Singh, Harvinder Singh and Sarabjeet Singh – of a IAS coaching building in Old Rajendra Nagar – Rau’s IAS Study Circle in connection with the incident for abetting the offences. An SUV driver – Manuj Kathuria – was also arrested by the Delhi Police in connection with the incident.
The High Court had questioned the Delhi Police for arresting the SUV driver and not questioning the officials of the Municipal Corporation of Delhi (MCD).

The SUV driver was recently granted bail after the Delhi Police informed the court that it has decided to drop harsher charge of culpable homicide not amounting to murder against SUV driver Manuj Kathuria, following which he was granted bail by the court.
