Lucknow: A recent anti-begging initiative in Lucknow has revealed unexpected insights into the social and financial structures of the city’s beggars. Many hold documents, including Aadhaar and PAN cards, along with bank accounts. Over 5,000 beggars at major intersections like Polytechnic, IGP, Lal Batti, Hazratganj and Charbagh were surveyed, showing that for many, begging has become a chosen profession rather than a social stigma.
Led by divisional commissioner Roshan Jacob, the survey involves teams from the District Urban Development Agency (DUDA), the Lucknow Municipal Corporation (LMC) and the social welfare department, aiming to identify and rehabilitate beggars.

Initial findings suggest that most come from nearby districts, such as Barabanki and Sitapu. Many of them have homes in their villages. However, they continue to beg in Lucknow, where begging is now a way of life for them. It is estimated that locals distribute over Rs 63 lakh in alms daily.
The investigation also raised concerns in areas like Charbagh, where many beggars are identified as drug addicts. Reluctant to disclose information about their suppliers, their situation hints at organised syndicate involvement. Additionally, some groups reportedly encourage women to have multiple children, believing this increases public sympathy and donations, HT reported.
Project officer Saurabh Tripathi from DUDA noted that the survey seeks to understand the backgrounds and motivations of beggars. Many turned down government pensions as begging often provides higher earnings. Meanwhile, officials are working to connect beggars with government benefits and mainstream employment, collecting forms and facilitating Aadhaar registrations.
Municipal commissioner Inderjit Singh stated that the final survey report will help design targeted anti-begging measures. It would address the root causes and provide effective rehabilitation support for the city’s beggars.
